This is an orphanage in China that was started by an American woman and her Chinese husband. They take all babies in, whether they have disabilities or not. Children with "severe" medical conditions and "severe" disabilities are not available for international adoption. There are still many "special needs" (not so severe) babies that need homes too. Those babies get referred to adoptive parents a little faster.
