What is this?

Not sure what this contraption is,

but it makes me sad. These were some photos I saw from a hospital in China. I don't know if these are like some type of a walker (that clearly doesn't allow the baby to walk) or what it is. Maybe some type of chair restraint? I don't know, but it sure as hell doesn't look like fun. Looks sad to me...one baby resting her head on the green metal pole and the other just leaning over.

If I could win the lottery, I would take them both.
